Bihar cannot be given the status of a special state – A day after giving a direct answer to the question of Janata Dal United MP Rampreet Mandal in the Lok Sabha on Monday, the Narendra Modi government at the Center made Bihar ‘special’ in Budget 2024. The National Democratic Alliance Government 3.0 at the Center laid a special outline for the development of Bihar in its first budget. Finance Minister Nirmala Sitharaman announced the Purvodaya Yojana with the name of ‘Bihar’. She said that Purvodaya Yojana is being brought for the development of the states of the Northeast, in which Bihar, Jharkhand, West Bengal, Odisha and Andhra Pradesh have also been included. The central government will work hard to increase human resource development, infrastructure development and economic opportunities in these states. The central government is determined to make these states a part of developed India. On the issue of not getting the status of a special state directly, Chief Minister Nitish Kumar said – “You will know everything gradually.” What CM Nitish Kumar said about knowing gradually, will be seen somewhere in the special focus received through Purvodaya.

Bihar-Bihar in Nirmala Sitharaman’s budget… why?
Bihar’s name came up repeatedly in the Finance Budget 2024 presented in Parliament on Tuesday. Apart from its inclusion in the Purvodaya scheme, Bihar’s name was mentioned several times for airports, hospitals, roads, etc. In the schemes in which Bihar was included or which are to benefit Bihar, emphasis was laid on ‘Bihar’. During this, the Prime Minister also welcomed the Finance Minister. Actually, there are assembly elections in Bihar next year. In the 2020 Bihar Assembly elections, the NDA formed the government with Chief Minister Nitish Kumar. In the middle, Nitish Kumar went to the Grand Alliance. He came back on January 28 this year and JDU contested the Lok Sabha elections under the NDA. BJP-JDU got equal seats in the Lok Sabha from Bihar, but this time JDU is an important component for the NDA government formed at the Center. JDU had clearly demanded special state status or a special package. The day after informing the House that there would be no provision for special state status after the formation of the NITI Aayog, the Narendra Modi government at the Centre in a way fulfilled JDU’s demand by bringing in a plan for Bihar’s development under ‘Purvodaya’.

Finance Minister Sitharaman fulfilled another big demand of JDU in this budget. JDU’s working president Sanjay Jha had told that in the all-party meeting, along with the demand for a special state or special package, a demand has been made regarding floods. Now in the budget, the Finance Minister has informed about allocating Rs 11,500 crore separately to Bihar for floods. The Finance Minister announced to give Rs 26 thousand crore for road-connectivity projects of Bihar. This will lead to the development of Patna-Purnia Expressway, Buxar-Bhagalpur Expressway. Bodh Gaya, Rajgir, Vaishali and Darbhanga road connectivity projects will also be developed and help will also be given to build an additional two-lane bridge over the Ganges river in Buxar. Along with this, it was announced to start power projects in Bihar at a cost of Rs 21 thousand 400 crore, which also includes the establishment of a new 2400 MW plant in Pirpainti, Bhagalpur.
